The General Services Administration gave companies their first glimpse into the next iteration of Alliant technology solutions and service contract instruments across government.
In a draft solicitation posted Thursday, the GSA said the window for questions and comments regarding Alliant 3 is open until January 6, 2023.
Alliant is the flagship vehicle operated by the GSA and will acquire solutions and services that federal agencies call “all conceivable aspects of IT services” in a draft proposal.
On page 12 of the draft RFP is a complete list of examples of technology areas that the GSA is calling for priority.
The release comes nearly two months after the GSA announced it would increase the current Alliant 2 contract cap from $50 billion to $75 billion. GSA wanted a sufficient path to move to version 3 and meet demand from other agencies.
According to GSA’s own projections at the time, Alliant 2 would have reached $65 billion in dollar orders in year six of its contract.
You may have noticed that no amount was given to represent the upper limit for a 10 year old Alliant 3 vehicle.
There is no upper limit, pending the ongoing review and approval process.
The GSA also followed the path of no definitive caps for both Polaris (now under protest), a government-wide IT solutions contract vehicle reserved for small businesses. And the next iteration of the OASIS Professional Services vehicle is still in the pre-request stage.
The 2018 Defense Authorization Act has a section that authorizes contract vehicles to be built in a manner that pulls pricing away from the master contract level and pushes it down to individual task orders.
The Alliant 3 is also the latest example that cost and pricing information is not a factor in the evaluation of offers to ride in the vehicle, as is the case with Polaris, which is currently under protest. This kind of competition occurs at the task order level.
Self-scoring is how the GSA evaluates bids for Alliant 3 seats, and agencies plan to make at least 60 awards for potential ties.
In the event of a tie for 60th place, all tied bidders will win the prize. If a tie score occurs in any other position before the 60th position, GSA shows an example where one offer gets his 39th position and the second one gets slot number 40. increase.
That means there could be over 60 awards if all was done, including post-award protests.
Alliant 3 also has a 50% target on subcontract dollars to small businesses. Page 69 of the draft RFP has other benchmarks for different socioeconomic categories of small businesses.
The GSA’s broad timeline of next steps specifies February 2023 as the time to determine a final solicitation release date after a full review of questions and comments.
In any event, the GSA will not release a final request for proposals before May 2023.
